As this isn't the usual behavior of Secure VPN, would you be so kind to share us the screenshot of the page that shows that it is set to turn on at startup?
VPN does not turn on at computer startup, although it is set to do so.

Let us try uninstalling the program once to check if it helps. To do so, follow the steps mentioned in the below articles :
Uninstall AVG Secure VPN
Install/Activate AVG Secure VPN
To activate, use the code that has been sent to you via email.
That worked.

James, it should be due to a setting on AVG Secure VPN.
Open AVG Secure VPN program window.
Click on "Settings–>Network Security".
Check whether the box that says "Exclude trusted private networks" is enabled.
If yes, click on the box to make sure that it is unchecked.
Restart the computer and VPN should turn on automatically.
If it is enabled, then VPN will not turn on when your PC is connected to the trusted (home) network.
Keep us informed about the status.
