We will have a look at it together. Please uninstall AVG Secure VPN from Control Panel -> Programs and features -> Uninstall and reinstall http://support.avg.com/SupportArticleView?urlname=Install-AVG-Secure-VPN it to check the status.

VPN is not connecting or working in Mexico on any of the VPN servers.
