We believe that you should've enabled the "exclude private (trusted) network option in AVG Secure VPN.
This means that AVG Secure VPN will not be turned on when your PC is connected to your private (home network).
Please open the AVG Secure VPN program window.
Click on the "gear" icon to open the settings.
Click on the "network security" option and deselect the option that says "exclude private (trusted) network.
This should help you to get AVG Secure VPN on any network.
Also, please elaborate on your issue with Kill Switch to assist further.
