This isn't the usual behaviour of AVG Secure VPN.
Did you try changing the location/server of your AVG Secure VPN?
Also, try connecting your device to an alternate network (mobile hotspot) & check if the issue persists.

I am having trouble trying to open my VPN. I keep getting an error message that reads:

VPN ran into a technical problem
Sorry it is not possible to establish a connection
