Do you get any error message when you try to "Turn ON" VPN?
If yes, share the screenshot http://avgclick.me/getscreenshot of the error message to assist further.
If you do not get any error message, please check if the AVG Secure VPN is activated on your computer.
Open AVG Secure VPN, click on "My AVG->My Subscriptions", from here logout and relogin to your AVG MyAccount to activate the product.
Restart your computer and check if you are able to "Turn ON" VPN.
