VPN won't connect on iphone

My iPhone personal VPN does not connect when I attempt to turn it on.  Warning states "no internet connection" yet getting emails and accessing other devices to the internet have no trouble. When I try to turn it on it will bounce between "attempting to connect" and "not connected"
