I understand the inconvenience.
If restarting AVG Secure VPN service didn't help then we have to perform a re-installation.
Proceed to uninstall AVG Secure VPN by following the steps as mentioned (here).
To install AVG Secure VPN follow the steps as mentioned (here).

My VPN won't turn on.  I have tried the trouble shooting tip regarding pressing "windows" and "R" keys, etc. and doing a start/restart.  It did not work.  Does anyone have help for me?  Thank you!
