Please be informed that, the behavior of webcam protection depends on its mode.
I request you to refer this (article) and select "Smart Mode" which is listed under "How to adjust webcam behavior".
If you do not wish to use webcam protection, then you can simply turn it off.
If you still wish to uninstall it, open AVG Internet Security, click on "Menu–>Settings–>Components".
Click on "Webcam protection" component, you will get an option as "Uninstall component".
Click on it to complete the uninstallation process.
