Please let us know the version of AVG AntiTrack that is installed (Open AVG AntiTrack - Menu - Settings). 
For better clarity, share us the screenshot of the page that shows both the options are disabled.

My AntiTrack product is turn off on website tracking and browser protection. I've downloaded  the AVG AntiTrack extension to my computer an dit still shows turn off.
