What does "Sensitive Data Shield" actually do?

Whoever created the file will always have access to it even though it's protected. So here if the file was created by user B and protected by user A it will be still accessible for users A and B.

To use Sensitive Data Shield, follow these steps:
-Click Scan now to start scanning your data.
-Once the scan is finished, review your sensitive documents and click Protect all under the list of categories.
Your sensitive data are now protected.
You can open Sensitive Data Shield settings, click on Settings in the bottom-left corner. On the Settings screen, you can specify which applications and users can access your files.

I'm looking for a little more clarity (without stepping on AVG's IP) on what Sensitive Data Shield actually does (besides help with AVG's GDPR compliance efforts.)  I tried it out, protecting a single PDF file as a test, but I was still able to open that file while logged into my computer as an administrator.  (My day-to-day account is not an administrator.)  How does that help me if a Trojan is running with administrative credentials?

Thank you very much. That is helpful. So, I protected a file as User A (not an administrator) but I can still open the files as User B (Administrator.) Does that mean that there is a problem?

The information regarding the files stored in AVG Sensitive Data Shield is listed below:
- files are not encrypted
- permissions are not changed
- protection is in our filesystem driver
- if a document was created by a user A, we won't allow access to this document for other users; it also blocks non trusted apps to access the documents also for user A.
