Why doesn't the Activation Code Work?

In past years I have tried to activate my wife's phone with the same code and have no luck. Does anyone have an explanation why? I can add her computer, but for some reason I have to go in and buy a copy for her phone from Google Play. I get an error that says it is "Activation code not found. Check the code and try again." And I did, several times, made sure there were no unseen spaces or glitches or anything, so why is it that I can't add this device?
