Why is VPN crossed out in my address bar

Initially, we'd like to clarify that VPN feature can be enabled in the paid version of browser (AVG Secure Browser Pro). Since, you're using the free version, it is showing as crossed out. It is a campaign. 
However, you can be rest assured that the AVG Secure VPN program that you've on your computer will mask the IP address of your computer & make it to pose in a different region to bypass geolocation restriction, secure the network by encrypting it.
You can click on the VPN in the address bar & then select settings. You'll be able to manage the crossed out VPN in address bar by disabling the last option. If you're uncertain about the exact option, please share us the screenshot of the page that you get after clicking on settings (options order might vary depending on the version).

I have gone through the settings for my VPN and all looks correct but when  but i dont
have any indication VPN is operating as VPN on my address
