I just installed the latest version of avg from free.avg.com build 4744 and as soon as it finished installing and updating, I got a popup telling me I need to update to 2014. Is that a bug in AVG or a virus?

It is hard to tell which update(I would gues that it was Toolbar) you are reffering to, but window asking you for permission is most likely UAC (http://en.wikipedia.org/wiki/User_Account_Control).

AN AVG tab was on my task bar. I clicked it and a window tells me I have an update. I click that and a window with a bar is searching/downloading the update. Another window then asks me for permission to continue the process. I decline thinking that it may be a virus because I've never seen this before and thought all my updates were automatic. (In fact, just a few days ago there was a AVG tab on the task bar that I opened and told me that I needed to restart because it had updated the system.) After declining I opened AVG, selected update and it performed one without a permission window. So right now I'm wondering what's going on.
