mscms.dll is not designed to run on windows or it contains and error. Also the file is there in the System 32 folder. However, windows in inactive and it won't allow me to activate it. Is anyone else having this issue, and how did you correct it?

I apologize for the inconvenience caused.
I request you to please follow the below steps to restore the changes made by AVG Performance program and check whether the issue resolved.
1. Open your AVG Performance program.
2.Click on the performance tab. AVG PC tune up will get open.
3.Click on the "Undo changes" under the "Rescue center" tab.
4.Select all in that list and restore it.

In fact its AVG Performance Pro, my trouble seemed to start after a scan and when I corrected the recommendations.
