Windows 10 message "Do you want this app to make changes to your device?"

Thank you for reaching us with your concerns. The message you are receiving seems to be from User Access Control in Windows. You receive this message when you install, uninstall or run an application. Are you sure it is just a PDF file that you are opening or is it PDF converter application? AVG PC TuneUp does not interfere and cause this issue. However, I would suggest you to restore changes made by AVG PC TuneUp to your PC and check if that resolves the issue.

1. Open AVG PC TuneUp program.
2. Click on the Rescue Center on the right bottom corner.
3. Click on Undo Changes.
4. Select and restore the changes made by the AVG PC TuneUp program.

Every time I open an Adobe PDF file this message appears.  On-line research results say this is a registry error that occurs if a program was improperly installed, or something was inadvertently deleted.  I have AVG Tuneup installed and working.  Did it delete something that is the cause of this situation?
