From your description we're uncertain whether AVG program has been removed completely.
If you've already used AVG removal tools & if there is no AVG program installed currently, please search for avgui.exe on your computer.
Sometimes, there might be few traces of AVG on your computer.

Windows 1903 update gives uninstall AVG warning, but I am running AVG verrsion 19.8.3108 (build 19.8.4793.539).

I should only get the warning AVG uninstall popup on version 18.3

Microsoft advice:
"AVG Antivirus program versions 18.3 or lower are no longer compatible with the Windows 10 Redstone 4 update."
