For better clarity, share us the screenshot of the Task manager that shows the CPU consumption.
Please let us know whether you've subscribed AVG TuneUp using a different email address, as we're unabe to find it under your account.

Also, clarify whether there are any other optimization tool installed on your computer.
Reason being, multiple tools on the same computer would compete for resources.
In Windows build 21313.1000, AVG PC TuneUp Beta behaves horribly, with a constant CPU load in the task manager 100%. After a long time, it becomes 75-100% !!! When you turn on or uninstall AVG PC TuneUp, the processor returns to normal 1-3%!
