In this case, I would recommend you to restore the changes made by AVG PC TuneUp http://support.avg.com/SupportArticleView?urlname=How-to-revert-changes-done-by-PC-TuneUp and check the status. If the issue persists, then uninstall both AVG PC TuneUp and Internet Security from your computer control panel and check if the Windows live mail is working or not.

It's in standard mode.  Still will not open Windows Live Mail.  No problems at all before install.

I just installed PC Tuneup and now Windows Live Mail will not start.  No problems before PC tuneup.

I tried it all. The only thing that worked was restoring all from rescue center. I have deleted pc tuneup, please expedite my refund.

Followed all instructions - AVG is now in passive mode.  Still will not open Windows Live Mail.

I reverted the changes as per your instructions, Windows Live Mail is now operating.  Since I apparently can't use PC Tuneup reliably, I would like to request a complete refund of the purchase price.  Can you arrange that?

I understand the inconvenience.
Let us check what is causing this issue.
Open AVG PC TuneUp dashboard, click on "play" symbol which is available to the bottom left corner as shown in the image below:

This will enable "Standard Mode" of PC TuneUp.
The option available next to this symbol is "Turbo Mode" which will limit certain functions of Windows.
Enabling standard mode will not limit any of the windows functions.
Keep us informed about the status.

Do you have AVG Antivirus/Internet Security installed on your PC?
If yes, try disabling it temporarily to check the status with "Windows Live Mail".
Open AVG antivirus/Internet Security interface, click on "Menu–>Settings–>Troubleshooting–>Passive Mode".
Slide the cursor to disable AVG protection temporarily.

Yes, you can get a refund. However, I would like to check what had caused this conflict. Hence, I request you to optimize your PC using one click Maintanence, but do not perform "Sleep" optimization that is available under "Speedup-> disable background programs". Now check the status of WIndows Live Mail. Incase, you would still like to get a refund, we can arrange the same.
