I disabled the Enhanced Firewall and downloaded the application again before trying the install.
The same result as my second screenshot above is returned

Thank you for the screenshot. Can you please disable AVG firewall in AVG Internet Security program and try to install AVG Secure VPN?
To disable AVG Firewall -> Open AVG Internet Security -> Click on Hacker attack section -> Turn off Enhanced Firewall.
