May I know exactly what is happening, when you access the Windows start menu? Are you getting any error message?
If so, share the screenshot, for better clarity.
Also, let us know if any other conflicting 3rd-party antivirus has been installed on your PC. If yes, please uninstall it, then update the Windows and check the status.

My Windows start menu is not working and Microsoft Apps having issues after the recent AVG update, as soon as i uninstall AVG i don't have issues. Please help!!
i uninstalled and installed again and same issue.

There’s no error, just doesn’t open.
Also Microsoft apps don’t close properly and outlook doesn’t send emails but can receive.
Uninstalling AVG sorts the issue.

Did you try to repair AVG Internet Security program and check?
You can repair your AVG Internet Security with the following steps:
1. Press your window key and type "appwiz.cpl" and hit "Enter"
2. Here you can see the list of installed applications in your PC.
3. Uninstall the conflicting antivirus (If found).
4. Uninstall the AVG Internet Security and click "Uninstall".
5. Now select repair and continue.
6. Restart your PC.
Please try the above steps and let us know the status of the issue.
