It seems you are extracting the files to a protected folder by Ransom ware component in AVG. We'd request to remove the 'Archive files' from the list of file types to secure in your Protected folders.
Open AVG Internet Security, click Menu -> Settings -> Full protection -> Ransom ware protection. Make sure 'Smart mode' is enabled. Then under 'File types', untick the check box against 'Archive files'. Then try to extract the files and let us know if the issue persists.

When trying to unzip a rar file with winrar it gets blocked and i have to allow avg ever time

Have you removed the files from Protected folders list?
Open AVG Internet Security -> Hacker Attacks -> Ransomware Protection -> Protected Folders -> remove if these files were listed there.
To remove a folder from the list, hover your cursor over the relevant folder's panel and click the X icon.
