With packet rule turned on , “public ICMP6 Neighbor Solicit in Block” I can not get email through

With packet rule turned on , “public ICMP6 Neighbor Solicit in Block”   I can not get email through my outlook 2010. 
after I delete this rule, my email works fine.   can anyone explain why or tell me how to fix.

I appreciate your patience and apologize for the inconvenience caused.
Please try creating the application rule for MSO's application by following the below mentioned instructions:
1) Please open the AVG Internet Security dashboard, click on "Menu–>Settings–>Components"
2) Scroll down to "Firewall", to the right of customize option you will have a "Downward arrow mark", please click on it.
3) You will find "Application Rules", please click on it and go ahead in creating new rule and "allow all communication" just for this particular app.
Keep us informed about the status.

I have done as you suggested and nothing changes.  i still need to delete the "public ICMP6 Neighbor Solicit in Block"  rule.  even if i delete the rule, it comes back next time i update avg or reboot the pc.  I created another packet rule to over ride it, and it ignores the rule favoring the built in one.
can you explain the rule itself and why it exists, and why avg repopulates the rule after deletion?
