I understand you uninstalled and reinstalled AVG Internet Security on your Windows 10 computer, and the experienced disruption persists, not to mention, you are now receiving a invalid server certificate error notification.
I actually suspect both disruptions may be one and the same.
As a further troubleshoot, the following AVG self help article, How to troubleshoot email client warnings about invalid server certificates | AVG, provides detailed instruction to export the email certificate from AVG, to be imported in Outlook 2019. Although the instructions do not specifically reference Outlook, they are still applicable instructions.

In my delayed absence, I took the time to review your community posting, from January 2019, and I further consulted with our development team, regarding your past and present concern(s).
First and foremost, your present concern is two fold, whereas you have two ongoing disruptions, which are not directly related to each other. One of which is the add-on Outlook SPAM feature, and second of which is not being able to send or receive messages, which is further associated to the received certification error notification. There is actually a third disruption, which involves not being able to upload screenshots to the community forum, which is being further investigated.
Today after update version Avg internet security 21.4.3179, 18 May 2021, add in avg is enable in Outlook 2019 but not appears - before update add in is working, and appears. If you see add in exists, but when open outlook add in avg have a runtime error, but file exists in C:\Programe Files\AVG\Antivirus\x86\asOutExt.dll -, I think add in avg not run in start up, it is avaiable in Outlook but not appears! It´s not the first time version update is this bug, but AVG not learn with the Bugs!!! I hope quick solution.
Note: I report same bug in 4 January 2019 and the team AVG solution problem in 10 January 2019. I and the community AVG hope this time quick solution.

Specific to your concern, I understand you recently updated your AVG AntiVirus to version 21.4, and that you are experiencing some disruption with your Outlook 2019.
I suspect the disruption you are experiencing may be related to the AVG Email Shield. So that I may better understand your concern, are you receiving any error notification, and on what computer operating system, i.e. Windows 10, is AVG Internet Security installed on?

Also, as a basic troubleshoot to rule out a potential corrupt program file, I suggest uninstalling AVG using our uninstall utility, How to use the AVG Uninstall Tool | AVG, and to reinstall to the latest version of AVG Internet Security: How to install AVG Internet Security | AVG

I and the community stiil waiting for solution of "AVG team" for the "BUG" after AVG Internet Security - release date 18 May 2021 (version 21.4.3179 - build 21.4.6266.561), add in avg in Outlook 2019 not appears - before update add in is working, and appears. Pass through 5 days!!!

I have Windows 10Pro, version 20H2, I unnistal AVG and reinstal to the latest version of AVG, NOT SOLVE. Add in avg is enable in Outlook 2019 but not appears - before update to Avg internet security 21.4.3179 add in is working, and appears. Has i say it is a "bug" to the update 21.4.3179 - it is not a beta version? -, and not the first time. Of course you have AVG, try if add in appears in Outlook…course not appears.

Shawn Engleman after unnistal AVG and reinstal to the latest version of AVG, how did you say, got even worse, now AVG Internet security in Outlook 2019 "DO NOT CERTIFICATION" email´s arrive or send!!!

Specific to the add-on Outlook SPAM feature not working, upon consulting with our development team, it is confirmed this feature was discontinued some time ago, as early as version 20.5, that we stopped supporting this anti-spam feature. How and why the add-on feature was still working until the latest product release, version 21.4, is because of a reinstall of the AntiVirus, which will have removed the feature. Regrettably, there is no way to restore this add-on feature once it has been removed.
To clarify our decision to discontinue this feature, AVG strives to provide the best protection possible, and our research and comprehensive review of the feature showed that anti-spam wasn’t offering enough value to our customers. And given email providers now provide strong embedded anti-spam filters, we decided to focus our development efforts on adding value in other needed areas. Recently we introduced new features like Remote Access Shield, Password Protection, improved botnet protection, etc. We think these new features — along with ongoing improvements to our other many features — provide advanced protection for our customers.
