AFAIK my "port forward" doesn't work

I have followed all of the instructions that I think I can find.
i have added port forwards to windows, avg and even the program itself (or i just duplicated what was there) and for the life of me, my program is not pinging itself outside of my WIFI. i even checked the router as much as I can with my non-IT knowledge.
I really have tried to put my efforts forward before coming here.
WTF am I missing?
I honestly cannot figure this out anymore.
I used to be able to port forward on my last modem but now, nothing seems to work, regardless of all the redundancies I put in a straight line order to solve this situation.
