We are glad to clarify it. Yes, if you set ringtone in Alarm settings, it will work when the phone not connected to the Internet. So, you can have radio as ringtone when Internet is ON and you can hear ringtone when the Internet is OFF. If you have any clarification, please do let us know. Thank you.

how can I do that? Where can I set the Ringtone as fallbact option when internet is not available for the radio?

I usually have the alarm on radio, but I want to set my ringtone when I can't connect to the internet. Is this feature supported?
