Allow a previously blocked file to exist

When developping and running a server program, AVG popped up warning me of a suspicious software and I mistakenly clicked the button, which deleted and protected me from my own program.

But now I can't create the file any more. I tried to add it to the exceptions, but they need a valid file for it to be added to the exceptions.

Even when AVG is not running, I can't create the file any more. It must have done something internally in windows to ensure that the file can never be added again.

Is there anyway to undo my mistake and allow the file again? Otherwise I will have to change my folder path and it's annoying…

I had tried accessing it from the settings after clicking on the computer button, but it only allowed me to change the maximum space taken by the virus vault.

After your answer and an online search I found the proper way of accessing it.
