Anti theft cannot contact the phone

Be informed that we can track your mobile only if it is turned ON and it should have an active internet connection. It is also necessary that no factory reset is performed.

The locate or siren commands cannot contact the phone. The message "We are unable to contact to your device" appears after a while.
Still the details of the phone, including anti theft setting are shown correctly and also gives the time for last communications as a few minutes ago.
Android 8.1 on Samsung Xcover 4.
This works OK on my older device Xcover 3.
