AVG Anti-spam toolbar in Outlook

We would like to clarify that the Anti-Spam component has been removed from the AVG Internet Security. However, AVG will scan the attachments in the email. Your spam email's will be filtered by the email client.

Regarding the spam option in the Outlook, please get in touch with the Outlook support.

Can someone advice me on what the anti-spam toolbar in Outlook actually does? I have been black-listing emails for weeks now and I have 3 findings with that:
1- the blacklisted emails keep coming (same sender address)
2- in AVG > Settings > Full Protection > Anti-spam not one address is listed in the list of blocked emails
3- in that same panel there is not one email listed in the list of Allowed emails even though I have the settings 'Add recipients of outbound emails to Anti-spam whitelist automatically
This toolbar is one of the main reason that I have accepted AVG as protection and am finding it very useless …
I cannot find any setting that may cause this issue. Nor anything on the ACG website that explains what this feature does and how it works. Am I missing something?
