I have a similar issue to others.
AVG seems to be blocking the Windows Hello face sign-in (and also the Camera app). After "Getting Ready" for ~5 seconds it tells me that it couldn't turn on the camera and I need to login via the PIN. When I turn off Webcam Protection it all works.
This is a new surface laptop 4. My old surface laptop 2 with the same AVG version and config does not block the face sign in even with Webcam Protection on.
Ideas?

There is an ongoing issue with the AVG Webcam protection. Our developers are already aware of it & working on it to fix it shortly.
It would be fixed in the upcoming update (22.8). Meanwhile, disabling the Webcam protection is the workaround.
