Could you share us the screenshot of the threat message flagged by AVG to assist you further?
Are you able to access Outlook when AVG Protection is disabled?
To disable AVG: Right click on AVG icon under system tray next to clock, click on toggle bar to disable AVG temporarily and check if that fixes the issue.

I tell Avg to create exception, but by then Outlook has failed to open normally and I must restart it. I do so, and Avg tells me it has caught the same threat again, even though I created an exception. Outlook is messed up again. If I wait long enough, Windows gives me the option of restarting Outlook, at which point it works, but if I close it down and reopen it again, Avg flags it again as the idp.alexa.51 virus.
I have been fooling around with Windows trying to get a program to recognize the location of .NET, but I have done nothing to Outlook (or at least nothing to Outlook.exe and I have no idea how what I did could have affected Outlook if it did)…
What is going on here?
If I disable just the AVG Behavior Shield, Outlook opens just fine (and very quickly). If I then re-enable it once Outlook is already running, I do not have any problems. Outlook itself previously disabled add-ins for NEO Pro (which does not matter much to me) and TeamViewer (a plugin I had not meant to install in the first place), so there are currently no plugins running. Also, VBA security is set to prompt me before any VBA code (which I wrote myself) will run, so VBA code does not run at start-up either.
This problem started a few days after I reinstalled Windows 10 and Office 2013 Pro, but I think that it coincidental, not causative.
(I reinstalled Windows 10 because I changed hard drives to a solid state drive and I did not know what I was doing, so for lack of a better solution, I reinstalled Windows 10 at some point. So that was not a malware issue.)

In this case, we request you to reinstall Behavior shield (open AVG Internet Security > Menu > settings > components > click on drop down for Behavior shield > uninstall > reboot your computer > install it) and check the status.
