AVG firewall blocking 'pip' installer for python

Unfortunately, the program had already been entered as an exception. And also as a comand line exception. See screenshot.

As a (you never know) I've deleted and reinserted it - just to seeif it makes any difference.

I need to ensure that's the version/copy/instance of pip that is the default now however. I will do that next and let you know, but for now none of this is workingl I just tried to use pip install a few minites ago, which spurred me to have a look at your answer.

Thank you for sharing us the screenhots, Brian. 
You can try adding the file to exception (if possible) by following the steps in this article.
Note : You can also try the command line exception. 
If issue persists, please uncheck 'Enable Cybercapture technology' (Open AVG - Menu - Settings - General - Detections - Scroll down to find the option)
Please try the above step & let us know if it helps.

Unfortunately, these have not worked and I'm still getting the same error when the firewall is ON.

I have updated 'wheel' and 'pip' themselves,by turning off the firewall. But if I try again with the firewall ON, again I get the following:
WARNING: Retrying (Retry(total=0, connect=None, read=None, redirect=None, status=None)) after connection broken by 'NewConnectionError('<pip._vendor.urllib3.connection.HTTPSConnection object at 0x00000214511D7100>: Failed to establish a new connection: [WinError 10013] An attempt was made to access a socket in a way forbidden by its access permissions')': /simple/wheel/

Any other ideas?

Specific to your concern, I will provide detailed instruction to change settings in your AVG Internet Security to enable pip to access the web through the firewall, as follows:

1. Open AVG -> Menu -> Settings
2. Click to SEARCH -> Type geek:area into the text box that appears, and select AVG Geek from the search results.
  - For more information about using the AVG Geek Settings: https://is.gd/8cvyky

3. Go to Enhanced firewall and enable "Internet Connection Sharing mode" and "Allow all connections with Friends when in Private mode"
4. Close greek area

For this example, I was trying to install 'requests'.

I recently upgraded to Pyton 3.9 from 3,8 and previously had 'pip installer' working fine from the command line. Since the upgrade, pip cannot access the internet. If I switch off the firewall, it can.
But I'd obviously prefer to have it switched on all the time.

How can I enable pip to access the web through the firewall?

Just to update. The firewall also blocks access to modules within programs I've already written (and were working previously). Again, I can prove that by 'halting' the firewall for 10 minutes - the program runs fine and finds eg. requests.
