I've set the firewall to "Interactive mode" and it works fine except that after about a week, it started displaying its popup windows underneath everything else instead of on top of everything else. The result is that, until I notice the entry in the task bar, the popup waits indefinitely for my answer.
Is there a setting that controls this?
The very same symptom occurs in two user profiles. In both cases, the behaviour was normal at first and then changed after a few days.
Any clue would be much appreciated.

You apparently didn't take the time to read my question.
I already mentioned (even in the title) that the popups in question are from the firewall.
The fact that there are popups from the firewall is normal because I set it to "Interactive mode". (I suggest you try it if you've never used it. You'll see popups soon after. They ask you whether you want to allow or deny a connection attempt, and also allow you to create a rule so that it won't ask again.)
My complaint is that these popups now remain underneath all other windows. They should be displayed on top of everything else. And they were, at first.
