AVG Free apologizes & wants to modify my PC

Have you received "UI failed to load" error?

Upon booting my PC, the AVG Free program showed a large popup saying basically AVG is so sorry but could not initialize and wanted to modify my PC.  When Windows 7 asked permission to allow this modification, I declined.  Then AVG appeared to be in normal operating mode.

Was this a legitimate AVG popup?  It seems strange I declined AVG's request and then AVG processed normally?

This seems to happen intermittently,

The popup occurred again after booting.  I just exited the popup and AVG Free seems to be set up fine and working fine without me doing anything.
