Well, it was resolved – until another reboot. Repaired again, rebooted, worked. Ran a boot-time virus scan and after that boot – email scanner no longer works. I need to disable AVG email scanner then re-enable – it works until the next reboot.
Also, the inability for the AVG email scanner to apply a "stamp" to signed email remains – why this is the case I have no idea as the dig cert only verifies the sender, not the contents.

I am sorry to hear about that. I would suggest you to repair AVG and check if that resolve your issue. To repair your AVG please follow these instructions:
Go to Start -> Control Panel.
Note: Click Settings first if Control Panel is not available in the Start menu.
Open (Programs) -> Programs and Features, or Add or Remove Programs.
Select AVG Antivirus/Protection in the list of programs.
Click the Change or Change/Remove button.
Select Repair.
Follow the instructions on your screen to complete the installation.
Restart your computer.

I run my own private email server - downloading email from various accounts, distributing into different mailboxes, being picked up via POP, acting as an SMTP server and then relaying to my Service Provider's SMTP smart host. This all works very well.
I just upgraded the AVG Free and have run into a problem where the AVG POP interceptor on my workstation appears to stop responding -- checking email returns a "POP server responded with error " and then blank. The temporary fix is to disable the AVG email scanner, then simply reenable. All works well for a period of time (that time appears to be random) -- then I have to repeat.
This new version of AVG does not show the old options of setting up a server, setting ports, etc. -- so I am at a loss as to fix this. I believe in the past I had to use higher order port numbers -- but that option no longer exists (as far as I can see).

I am happy to hear that the issue is resolved. The issue regarding the email singature, there are two types of signatures - one is added to e-mails sent using e-mail client (e.g. Outlook, Thunderbird...) and the other is added to e-mails sent from the web browser (e.g. Gmail.com). There are individual settings to enable those signatures.
1. E-mail client
- Go to AVG > Menu > Settings > Components > Email protection > Customize > Behavior > check "Insert note into clean message (outgoing)" option and save the settings.
2. Web mail
- Go to AVG > Menu > Settings > General > check "Enable AVG email signature" option and save settings.

So I ran another test – I digitally sign my email with my own personal email cert on my Thunderbird client, so I thought I would disable the signing for a single, putgoing email. Guess what? Successful "stamping" of the outgoing email as virus free. Inbound email works too. A second email sent that is signed – received with no "virus free" stamp.
So, what has happened? I've been signing email for years and have been using AVG for years, with no prior issues. Note that these are not encrypted – simply signed and the public key attached for verification. Something has happened to break the stamping of signed email.

I'll try the repair – and post a screenshot when it happens again. But just out of curiosity I sent myself an email from this system to my work account, thenback again. I have AVG configured to insert a note into outgoing clean messages – and I get nothing. I do get the inbound notes.
So, I'll try the repair – but note: This is a clean install on a brand new Win10 installation that is a week old.
