I want to disable this new behaviour. I beta test software and frequently need to install and uninstall programs. The new delay is very annoying. Scanning is one thing but adding a 15 second timer is another. Obviously it allows you time for second thoughts, but I already have that with Windows UAC which asks if I really want to run this program.

I would like protection against malicious installers that run after clicking a web link,for example, but an exe file on my desktop is not in that category. I don't like to disable AVG for software installing purposes but currently I'm forced to do so. There is a user option to disable scanning of all executables but that would seem to prevent blocking of malicious executables too.
