Well I have the same issue to my 2 laptops. I thought it was the driver or the registry. All the methods I have tried, then it turned out all the major issue is from the avg webcam protection when I update to the latest both of virus definitions and application, even in the smart mode it blocked all the allowed apps that using camera. Please ASAP to fix this, I don't want waste my money to paid the subscriptions just for useless feature.

I am having exactly the same problem as well.  Windows Hello worked ok when I diswabled the AVG Privacy  Webcam.  Hopefully there will be a workaround please.  Many thanks.

I noticed my webcam fails to start for Windows Hello login during startup and did an OS repair because I thought some system files might be corrupt. Problem started again after I re-installed AVG. I confirmed AVG is the cause after disabling protection and restarting the PC.

How do I fix this without disabling AVG webcam protection?

Please write back to us in your own post, to proceed further.
Thank you in advance!

My AVG updated recently and I see the webcam fix was listed. I've had webcam protection back on for about 3 days now with no issues using Windows Hello but I'm still watching. Hopefully, it stays this way.

Appreciate your efforts in working towards fixing the issue, Olaitan.
It seems that there is an ongoing issue with the Webcam protection. However, to ensure this, we may need to forward this to the senior level support. Hence, we've raised a request #16306254 on your behalf to the concerned team. They'll further investigate on this & reach you via email at the earliest. Thank you for your understanding in advance!

Thank you for providing us the info, Olaitan.
Please ensure that the Webcam protection is set to smart mode (Open AVG Internet Security - Menu - Settings - Full Protection - Webcam Protection - Check if the app permission is set to smart mode in the dropdown).
If it is already set to smart mode, then please ensure that no other apps using webcam is set to launch at startup (you can check the startup items through Task manager to disable other apps using camera).
