This isn't the expected behavior. We would like to investigate further.
Could you share a screenshot of AVG window where it asks for restart?
You can post the screenshot on the Answer field by clicking on 'Image' (mountain symbol) and browse for the image.
Open AVG Internet Security program window.
Click on "Menu–>About" from AVG Internet Security and provide its screenshot.

Avg internet security frequently asking for restart. When it does this I have noted the boot time scan software has uninstalled itself. I reinstall this and restart and it then works until is does the same again. Is this a bug? I have tried uninstall/reinstall of AVG internet security. On windows 10.

In order to fix the user interface issue, we request you to get connected with our additional support.
An email instruction has been sent which will help you to get connected with them.
Regarding boot time scan, we would like to inform you that it is the expected behavior.
Once you are done with the boot time scan, it would appear as "Not Installed".
If you would like to start the scan, click on "install" and then it would restart the computer to perform the scan.
I would also add that following this the interface often fails to open and I have to reinstall AVG
