It would be better to assist if you could help us with some information. Let us know if the issue is due to AVG Internet Security and AVG Secure Browser. Reinstall AVG Secure browser, make it as a default browser and check if you're able to open Google chrome. Can you elaborate on the terms 'Windows 10 lock up' and 'overloading cashe in a loop', to get a better clarity?
AVG Internet Security paired with Google Chrome is overloading cashe in a loop, causing "Google Chrome not responding" & Windows 10 to lock up, when AVG Secure Browser is set as the default browser. Once AVG Secure Browser is removed as default, and Google Chrome is allocated to be the default browser, the issue goes away.
