AVG is stuck moving a file to quarantine

AVG reported it had found a threat (flashplayerinstaller.exe) so I elected to move it to quarantine.  That was five days ago, and it has been showing the attached ever since, with the green bar going back and forth.  Same thing happened a day before that and the only way to stop it was to turn the computer off.  There is no way to close the AVG Threat Blocked window.

I've attached screenshots of the Threat Blocked window, and also my quarantine area.

Do you have any suggestions about how to deal with this?  Your help is appreciated.  Thanks.

How do I 'add this file in the exception list as mentioned here'?  You say its mentioned here but I don't see that.
And what 'sample' to I send for analysis?

Thank you for the screenshot.
Please try to add this file in exception list as mentioned here and check if the threat pop-up triggers again.
Eventually, please send the sample to our AVG threat labs for analysis. Here is the link (https://www.avg.com/en-us/false-positive-file-form) to submit the files.

It is not sure whether the flashplayerinstaller.exe found on your PC is a legitimate file. Hence, it is necessary to perform advanced scanning of your PC.
May I know whether you are using the free or paid version of AVG Antivirus?
For any AVG threat detection, we suggests user to upload to the .exe or URL that was detected by AVG through this https://www.avg.com/false-positive-file-form link. 
It will help us to analyze the file and confirm whether it is safe or not.
