Please be informed that the new AVG management console is formerly called as Zen.
To access your AVG management console, open AVG Internet Security dashboard and to the left corner of it, you can find small "HOME" icon.
Click on it to get the AVG management console opened.
Click on Secure VPN and check whether it is installed.
If it is installed and says as trial then follow the steps as mentioned in this article: http://support.avg.com/SupportArticleView?urlname=Activate-AVG-Zen-Protection-Performance-or-Ultimate to activate Secure VPN subscription.
Keep us informed about the status.
I have sorted my problems with AVG anti-virus by using your two remove / clear tools and reinstalled my product and scanned so that is all Hunky Dory! But however many times you tell me I have the Zen Console, I have clicked everything from the screen but no VPN to activate. I am still confused. When I open my AVG The "Console" is called AVG Anti-Virus (that is the image you can see on our Flickr Page, there other "Consoles" that show AVG Internet Security - Why the difference? Is that the console where by I access my paid for VPN. How do I change / upgrade to show AVG Internet Security. My husband spent two to three hours this morning removing all traces of AVG before it would download again. And now we are back to going round in circles with the VPN issue.

Once it is done, click on Secure VPN tile and proceed with the installation.
If there are no trial notices displayed on Secure VPN then you can confirm that paid subscription is activated.

I see that you have installed AVG Antivirus 2016 version and not the latest 2017 version.
I request you to remove 2016 version using AVG removal tool as mentioned in this article: http://avgread.me/1DEtNP0 .
To download, install and activate AVG Antivirus 2017 version, please follow the steps as mentioned in this article: http://support.avg.com/SupportArticleView?urlname=Download-and-install-AVG-AntiVirus-Internet-Security-or-Premium-Security .
Once it is installed, open the dashboard of it and click on small "HOME" icon which will be on the left corner of the dashboard.
It will bring up AVG main user interface in which you can find "Secure VPN" tile.

I understand this must be upsetting. I have sent you an email, please follow the email instructions to get in touch with the remote support. They will analyze the issue with AVG Protection and fix it with free of cost.
Kath, Also just for your info, which might prove useful in the future, the bottom RH corner of your screenshot shows 16.151.8013 i.e. the AVG version 2016.
