I have just updated to version 17.5.3022 of the program.
The problem appears to be resolved by this update.
I will continue to monitor the situation but if I do not respond again to this post then the problem is resolved.

I apologize for the inconvenience caused.
It is necessary to analyze the AVG log files to identify what is causing this issue, hence I have sent the email instructions to collect and send us the log files.
If the email is not found in the inbox, do check in spam and junk folders once.
Further to my investigation it look like the "Online Shield" component setting "Enable HTTPS Scanning" is causing the problem.
By default the "Enable HTTPS Scanning" setting is ticked on. With it ticked on all downloads stall at some low percentage or do not start at all, stopping at 0% progress.
If I untick the "Enable HTTPS Scanning" setting downloads work properly.
Unless I disable the Online Shield component I cannot download any files from Internet Explorer and Firefox.
I am running a triple boot computer with Windows XP, Windows Vista and Windows 10.
This only started happening after Windows 10 was installed on the 3rd partition.
I have the latest version of AVG Antivirus Free on all 3 Windows systems.
The problem is happening in my Windows Vista system.
I have tried repairing AVG, uninstalling AVG and running the AVG Uninstaller Tool to get rid of all remnants then reinstalling AVG.
I have tried everything I can think of but the problem remains. I don't know what else to try.
Hopefully someone has some suggestion to get my Windows Vista setup working again.

As a temporary fix, you can disable HTTPS scan instead of disabling online shield completely. Our developers will analyze the data and fix it at the earliest.

I certainly understand this must be frustrating. We have collected diagnostic information from our customers and submitted it to our developers who are now analyzing it to prepare a fix. I regret to inform you that there is no exact ETA for the fix. It will be rolled out in future program updates and I request you to keep AVG program up to date.
