avg removed a file and ask me to restart my pc when i did it wont start windows and i cant get pc into safe mode or get pc to boot up

I know it is disappointing to face these experience, we apologize but please be assured that I shall do my best to resolve the issue.
Thank you for your information, I would like to inform you that the application which you have provided as screenshot is not an essential file of windows operating system and removing this file wouldn't corrupt the operating system. Please let us know if you took the screenshot before the issue occurred. Also, we would like to know if you have tried the rescue CD option. Thank you!

sorry i am using avg free it delected an .exe file from a programe must had thought it was a virus and when i restarted the pc it wont boot up just blank screen
