AVG "safeguard your browsers" pop up not responding nor removing

hi, i have started getting this pop up on the lower right corner of my screen, it says "safeguard your browsers". the problem is that its 'decline' and 'ok' buttons are not responding. to remove this pop up, i tried by uninstalling everything from AVG and then restarting my pc 3 times but after few minutes of restarting pc, it pops up again.
