The file was in the virus vault, unfortunately without consent.exe active you don't have permission to restore it. I have finally resolved this, and I will record this for others who may share a similar fate. You are completely unable to run anything in Windows, or on the cmd prompt, without first putting it in /SAFE mode. Anyway, first, I looked at a previous version of the c:\windows\system32 folder (folder, properties, previous versions). I copied the file content.exe to a USB stick, I couldn't copy it to the correct folder, without permission. I then rebooted my machine into safe mode with a command prompt, which gave me administrator rights, and brought back some memories (I am that old) remembering how to use DOS copy;
copy e:\content.exe c:\windows\system32\content.exe
Rebooted and everything worked again. Sounds, easy, but it took me some time of experimenting with other methods, and a nod to someone on a tech forum, who gave me the idea from something they had dealt with. AVG has not shouted about the file again, so no idea why it did the first time, but I will be checking suggestions to protect more thoroughly in future.
