Sometimes, this might happen if there are multiple security software installed on your computer as they would compete for resources.
Please check & remove if there are any other antivirus installed on your computer.
For better clarity, share us the screenshot of the task manager that shows the memory consumption.

My computer is not a fast one, and AVGSvc CONSTANTLY takes up as much as 95% of my CPU, and is severely slowing my PC.

My PC is a Windows 8.1
