AVG tracking web visits

For further clarification, could you please help us with the screenshot of the files which is created by AVG as "Visited Links" for further clarification?

Is there any way to stop AVG from creating the file "visited links" file in C:\Users<username>\AppData\Roaming\AVG\Antivirus\Cache?
I have web& email protection turned off. 
I cannot delete the file without first removing AVG from startup and rebooting.
If not disable-able, is the file encrypted such that no one in possession of this pc can read it? (It is not plain text).
