We realize the situation. Do you see the icon named as "AVG PC TuneUp" or "AVG TuneUp"?
If it shows as "AVG PC TuneUp", perform repair of the tuneup program as mentioned in this article and check the status.
The activation steps provided in your original post: https://support.avg.com/answers?id=9060N000000gL48 will be applicable only for the latest version which will be in the name "AVG TuneUp".
If you have the old version, then the name will appear as "AVG PC TuneUp".
Let us know whether you have the latest or old version and inform the status after performing repair.
