Hello George,
We are sorry to know that you are unable to complete this installation. To fix this issue, we suggest you to open the "Services.msc" from from your computer. Click Start , click in the Start Search box, type services.msc , and then press ENTER. and check for Windows installer service. This service must be stopped, please start or restart this service. After the service starts, please initiate the installation of AVG Performance and see if that fix the issue.

Hi, AVG Performance install failed with Description:  General error (0X0641), Error Code:  0xC0070641.
