I suggest based on what Alan was repeatedly trying to tell you, to check the answer before posting.
10 year customer with 10 licences INCL Tune up and VPN etc on $$$ Autorenewal till I just stopped this, check and see!

Please open AVG TuneUp > Click on Menu option at the top right corner > Settings > Notifications.
Please disable notifications and check if the notification appears.

I am going to repeat word for word a complaint that was placed to the community in 2020 regarding AVG TuneUp's annoying wake up messages, because today, January 2023 the cure mentioned in the earlier answer does not exist. There are no such settings available in TuneUp now.
"…It recommended a number of applications being put to sleep. Now whenever I start eg Acrobat Reader I get the notification that AVG Tune up has woken up Acrobat and it will put it down to sleep when I'm done…
This putting to sleep and waking up should be part of a invisible background process and should not bother me as a user ever again! Is there a setting that I can change so I won't see this message ever again? At this point I prefer if TuneUp never puts an application to sleep, just to stop the incredibble nagging from the AVG branding department.
How can I turn these messages off? They are childish, stupid and annoying!

Please accept our sincere apologies. This is definitely not the experience we wanted you to have had.
Since Alan had mentioned that he's unable to locate the "When a sleeping program wakes up" option in his AVG TuneUp, my colleague had offered a free remote service to Alan, so that we can check if Alan was using the latest version of AVG TuneUp and investigate the issue further.
To answer your questions, yes, by disabling the "When a sleeping program wakes up" option, you will no longer receive a pop-up notification whenever a sleeping program has been awakened.
If you're unable to locate the "When a sleeping program wakes up" option under the "Notifications" settings of your AVG TuneUp, please check & mention the program version of your AVG TuneUp program. Also, specify the operating system of your computer.

That's what I keep trying to tell you, there are no such entries! There is no "When a sleeping program wakes up" option, and there is no "Background and startup programs" entry! They DO NOT exist!
