Sometimes, this might happen if the server (location) to which you're connected through Secure VPN is unavailable or under maintenance.
Please try connecting to a different server & check if it helps. Additionally, please check if 'Activate kill switch' is enabled & let us know.
To check this option : Open AVG Secure VPN - Menu - Settings - Network security (left pane).

For the last few days, when I turn on my AVG VPN, it kills my Internet connection and gives me the dreaded "dinosaur" window. When I turn off the VPN it goes back to normal. If I reboot the computer and then turn on the VPN manually, it seems to work. I'm betting this is a problem with a Windows 10 update, but I'm curious if others are having the same issue.
